Although it could be theoretically buried anywhere, this is practically not done.  Practically, the magician tries to place the charm as close as possible to the person because the effect is greater the closer it is.  Therefore, the worst type of magic charm is the one that is eaten or drunk.  The next worst is to touch it and the next worst is to walk over it or past it or near it (eg. It could be buried where you walk).  Adhkaar will negate the effect of magic so the muslim should always be making adhkaar.

Yes, this is possible.  Even though someone did not look at you with envy, they could feel envy/hatred for you from anywhere and you may get the evil eye from this.  Therefore, it is important to be making dhikr and ruqya frequently.

Yes, but this is not related to the photograph.  It is related to the previous answers that you can get the evil eye from a distance.  So the victim of evil eye does not have to be in the presence of the one who is envious.  Therefore, it is important to be making dhikr and ruqya frequently.

Yes, you can make ruqyah for group of people.
